Registration in the insurance sector is separate; a buyer there needs a private sector account as well.

Once you are signed in you can see the amounts offered so far, reach the seller direct by phone or email, and place your own offer, which is recorded against the listing.

Any registered buyer may bid, verified or not. A Genuineness Certified Account is not needed to make an offer; what it does is tell the seller your offer is backed, and offers from verified buyers are listed separately from the rest.

Your offer can only go up. A new bid has to beat your own last one on that item.
